It has been a month since the last time we meet. I hope you are doing well.

 

我谨代表谢菲尔德中国学生学者联谊会向您致信。谢菲尔德中国学生学者联谊会是注册在谢菲尔德大学students’ union的社团,该社团成立的目的是负责对谢菲尔德地区中国学生学者提供学习与生活上必要的支持与保障,使他们能够顺利的度过自己的留学生活。

 I am writing this letter on behalf of Chinese Students and Scholars Association, Sheffield (CSSA Sheffield), which is a registered organization in Students’ Union. CSSA Sheffield is committed to provide support in study and life to Chinese students and scholars in Sheffield so that they have a unforgettable and rewarding study and life experience in Sheffield.

 

在很长一段时间以来,我们致力于让中国留学生在谢菲尔德能够拥有一段难忘且温馨的留学时光,但自今年4月发生的谢菲尔德市中心仇恨犯罪时间后,很多留学生对谢菲尔德生活的安全表示了深深的忧虑并认为这座城市对中国留学生并不友好,我们非常努力的让大家对这样的观点产生改观,结果上来看,已经取得了很不错的变化。

For a long time, we have been committed to making Chinese students have an unforgettable and warm time studying abroad in Sheffield. However, since the hate crime incident in Sheffield city centre in April this year, many international students have expressed their deep concern for the safety of life in Sheffield. They are deeply worried and consider that this city is not friendly to Chinese students. We put a big effort to make everyone change their views. As a result, very good changes have been made, students believe they made the right choice on studying abroad.

 

但就在这个月,在近一周的时间里,谢菲尔德又发生了多起针对中国留学生的袭击事件,其后果非常恶劣以及不人道。在短短十天不到的时间里,已经有九名留学生在校园区域 (mappin street, solly street 等等)遭遇到了陌生人的攻击,有多名受害者被攻击后遭受到了严重的身体伤害,头部出血,心理遭受创伤,甚至严重的需要救护车的救护。

 But just this month, in the past week, there were several hate crime attacks aims Chinese students in Sheffield. The consequences were very bad and inhumane. In the past week, there were nine Chinese students have been attacked in the campus area (Mappin street, Solly Street, near Diamond library, etc.). And there were serious physical injuries, head bleeding, psychological trauma and even a serious one need an ambulance.

 

这些受害者大多是在路边站立等待红绿灯或等待朋友时,遭遇了犯罪者持钝器袭击。根据受害者的描述,案犯时间大多集中在下午四点和晚上七点钟左右,最初的加害者为白人女性,身穿银色羽绒服,体型偏瘦,她手持塑料袋或布袋,内部装有重物,对受害者头部施以重击。后续有人目击加害者为另一名亚裔女性,身穿深绿色夹克,以同样的方式对中国留学生施以暴力犯罪行为。

 Most of these victims were attacked by criminals with blunt weapons while standing on the side of the road waiting for traffic lights or waiting for friends. According to witness states, most of the crimes were committed at around 4 pm and 7 pm. At the beginning, the criminal was a white female, wearing a silver down jacket,slim. She was holding a plastic bag or cloth bag with heavy objects inside,inflicting heavy blows on the victim's head. In the next few attacks, someone witnessed another criminal an Asian woman, wearing a dark green jacket, carried out violent crimes against Chinese students in the same way.

 

这让我们非常担心,这样的攻击方式会演变成模仿犯罪,有更多的对中国留学生持有仇恨犯罪心理的人,模仿这样的行为进行攻击。这样的事件无疑是非常恶性且丑陋的,这样针对头部的袭击方式会对受害者造成非常严重的身体创伤,甚至致命的可能性。目前这些受害者也遭遇了严重的心理创伤,他们不敢独自出行,甚至不敢去学校上课,因为这样一起起暴力袭击案件正式在校园区域及周边发生的。

 This makes us very worried that this type of attack will evolve into a copycat, and more people who have hatred and criminal mentality against Chinese students will imitate such behavior to attack. These incidents are undoubtedly very malignant, such an attack on the head can cause very serious physical trauma to the victim and even fatal possibility. At present, these victims have also suffered severe psychological trauma. They dare not go out alone or even go to lectures because such a violent attack has frequently occurred in and around the campus area.

 

在今年九月有大量新生入学的情况下,发生了如此严重的恶性袭击案件,这无疑让大量刚刚抵达谢菲尔德的中国留学生产生恐慌心理,现在已经有很多学生不敢出门去进行线下课程,并且对谢菲尔德及大学的安全性产生了怀疑。甚至,有很多还未抵达谢菲尔德的中国留学生他们已经在犹豫是否应当前往谢菲尔德来求学,因为在他们看来这样的城市无疑是不安全且对中国人不友好的。还有一部分学生已经开始考虑,是否应该选择在谢菲尔德进行他们的留学生活。

 In this September, there are now a large number of new students come to University of Sheffield, such a serious vicious attack happened in this time. This undoubtedly makes a large number of Chinese students who have just arrived in Sheffield panic.  Many students dare not go out to take offline courses. And some students have doubts about the safety of Sheffield and the university. Even, many Chinese students who have not yet arrived in Sheffield are already hesitating whether they should go to Sheffield to study. Because, in their opinion, such a city is unsafe and unfriendly to Chinese people. Some students have already begun to consider whether they should choose to study in Sheffield.

 

作为谢菲尔德中国学生学者联谊会,我们长期以来都在向学生们宣传这是一座美好且优秀的城市。但是,就在开学之际,多位学生居然会在白天的时候在校园遭遇到这样恐怖的袭击,仅仅因为他们是中国人,这无疑让大家对所宣传的谢菲尔德产生了怀疑。如果这样的时间无法得到妥善处理,我想这会让学生们对他们当初选择谢菲尔德大学产生怀疑及后悔。

 As Chinese Students and Scholars Association, Sheffield (CSSA Sheffield), we have been promoting to students that this is a beautiful and outstanding city for a long time. However, at the beginning of the new semester, nine students would encounter such a terrorist attack on the campus during the day, just because they are Chinese, which undoubtedly made everyone doubt the Sheffield we told them. If this hate crime case cannot be handled properly, we believe it will make students doubt and their choice.

 

因此,我们觉得有必要向您写这封信。我们希望谢菲尔德大学能对这些中国学生学生提供生活上与学习上的必要支持,并为他们发声,捍卫谢菲尔德一万余中国学生的权利并保障他们的人身安全。

 Therefore, we think it is of great importance to write this letter in hope that the University of Sheffield can provide these Chinese students with the necessary support in life and study, also stand out and speak out for them to defend their human rights and dignity. Furtherly, protect the human right and ensure the personal security of over 10,000 Chinese students in Sheffield.

Good to hear from you, even though it is under unpleasant circumstances.  I am very well thank you, and I hope you are too.  Thank you for sharing your perspective on this with us.  It is a very sad state of affairs what has happened over the last week and the impact that these incidents have had on the victims’ health and wellbeing, as well as concerns this brings for the safety of our whole student community.

The safety and wellbeing of our students is always our top priority, and we take incidents like these extremely seriously. We are doing everything we can to support the students involved and have been liaising directly with South Yorkshire Police to assist with their investigation.  A person has been detained by the police, so hopefully there will be no more similar incidents.  I have also shared details of the victims that you provided with the team in Student Support Services who are dealing with this to make sure they are aware of them and are supporting them.

The University is committed to ensuring that all our students and staff have confidence that they can study, work and live in a safe and inclusive environment. We take all forms of harassment seriously and adopt a zero tolerance approach to any such incidents on campus.

I am sure you are already aware, but if I may here are some details of what we have in place to deal with incidents such as this (in case it is of use to your members): 

  • Our Security Management Team meets regularly with senior operational managers from South Yorkshire Police to discuss policing issues affecting the University community and we have raised these incidents as an issue of concern.  The University also employs two South Yorkshire Police Officers that are dedicated to the University and act as a direct point of contact with South Yorkshire Police for ongoing investigations. The officers are always available to speak to our students to offer reassurance, advice and guidance.

  • The University has a highly trained security team that is available 24 hours a day, 7 days a week, 365 days a year. If any of our students have concerns or want to report an incident, they should contact the security team on 0114 2224085 if the matter is not urgent. If urgent assistance is required they should call 0114 2224444. The security team will attend all calls and either send security support officers to deal with any incident if it occurs on campus or in University accommodation, offer advice and guidance on the necessary steps to take or contact the emergency services. If the incident occurs away from campus or in private residential property, students should contact South Yorkshire Police directly by calling 101 if the matter is not urgent, or 999 if immediate assistance is required.

  • Our security services web pages contain advice on reporting incidents, including hate crimes, and keeping safe on or off campus. The web pages include information about the security team, what they do, how to contact them and how they can help.

  • The University also employs two South Yorkshire Police Officers that are dedicated to the University. These officers act as a direct point of contact with South Yorkshire Police for ongoing investigations. The officers are always available to speak with students to offer reassurance, advice and guidance.

  • If an incident occurs and is believed to be a hate crime incident, we would recommend that they report incidents of hate crime on campus to University Security. This is so the University has a full picture of the situation and can offer support to those affected. Once a report has been made to University Security, they can then report it formally to the police. No action will be taken by the police unless the victim wishes them to do so.

  • If any member of our community experiences any form of discrimination, we would strongly encourage them to use our Report and Support platform and to access the specialist support we have available.

We pride ourselves on the fact that Sheffield is a safe and welcoming city to all students. We continue to work with our Students’ Union and other organisations in the community to address concerns and issues proactively to ensure we build an environment that feels safe to work, live, and study in.  In the coming weeks, we will reach out to our student communities to arrange a roundtable with representatives to discuss and identify areas that we can enhance to ensure all students feel safe on campus.
